Blunder by University and still careless

I am the last year Student of Khwopa Engineering College, affiliated to PurbanchalUniversity, Biratnagar. I got "I" grade in Design of steel and timber structure. 'I' refers to Incomplete(Not Qualified) or Absent in exam.  And i don't have neither of them. It's a huge blunder by University. I have already submitted a application to my College Principal after the day I got this result. And today its gonna be almost 2 weeks that i submitted that application. Still no progress at all. Exam section head said, exam paper misplaced at first, later exam paper lost, now he says they found it and will publish my result till this tuesday.  Its like their tomorrow never gonna come. And another bad news is student with "I" grade can't attend chance exam, have to wait for back exam and this will force me to lost my whole single year. Its not a joke.
