Blunder by University and still careless

I am the last year Student of Khwopa Engineering College, affiliated to PurbanchalUniversity, Biratnagar. I got "I" grade in Design of steel and timber structure. 'I' refers to Incomplete(Not Qualified) or Absent in exam.  And i don't have neither of them. It's a huge blunder by University.
